Sequence feature tooltips on gaps

      Description

      Sequence features can be created from selection spanning gaps, or beginning and ending on gaps. If sequence features are created on a gap, the GUI displays a tooltip for the sequence feature at that position. This is incorrect behaviour.

      Repened and updated description:
      Buggy behaviour is when tooltip is shown for a gapped region, when it lies *before* the start of a feature:
      >seq
      AAA--CCC
      if a feature is created at position 4 on seq, then in Jalview 2.10.1, mousing over the gapped region (which is between position 3 and 4) will result in a tooltip displayed for the feature.
