      Description

      We occasionally find broken (internal) links in the help files. Checking for this should be automatable.
      - parse entries for <mapID target="x" url="y"> in help.jhm
      - parse url's and check they are valid paths to help files
      - parse values for "target" in helpTOC.xml and check they all exist in help.jhm
      - parse any "href" in help/**/*.html that does not start with "http" and check it is a valid relative file path
