Broken href in popupmenu help page

popupmenu.html has an unclosed tag at
<a href="sqaddrefannot"><strong>Add Reference Annotations
which displays as a broken hyperlink.
Was possibly meant to be a hyperlink to a new help page that didn't get created?
Remove it?

There is another unclosed anchor at
<a name="sqid.popup"><strong>Link
but this does work (referenced from featuresFormat.html).

Also, should we change anchor tag attributes from "name" to "id" for HTML5 compliance?
