Description
The annotation panel resize function is difficult to use. This function is currently activated if the user clicks and drags whilst a red arrow symbol is visible, which in turn is shown when ever the mouse is close to the top left corner of the annotation panel.
The small area of activation of the resize function is probably the cause of this, and it would be more accessible if either the resize function were left active for a fraction of a second regardless of if the mouse still lies in the sensitive region, or if the mouse pointer was changed to show the standard 'adjust border' pointer symbol to indicate to the user that they can click to drag the border up or down.
