annotation panel is still difficult to resize !

Despite improvements via JAL-984 including switching from showing a grab indicator to changing the mouse pointer it is still difficult to change the annotation panel height.
Specifically: It seems sometimes that even when clicking the mouse when the pointer is indicating a resize is possible, an annotation drag occurs instead.

Suggest that:
1. UI is changed so resize indicator is shown only when a click will result in a resize drag event being initiated
2. Make the area where a resize can occur the entire width of the alignment window, and include the bottom row of pixels in the Sequence ID and Alignment Panels.
