Sprint:2.11.4.0 release
Description
For schools and universities, the installer should allow Jalview to be installed not at the user level (%LocalAppData%), but at the machine level such as %ProgramData% or %ProgramFiles%.
The also requires the extension of the PATH system environment variable instead of the PATH user environment variable.
The installer also needs to do all this as an unattended installation, either via an installer parameter or a prepared response file.
