      Description

      If the user clicks on or inside the visible region box in the overview panel, then the view position should only be adjusted when the user drags, enabling the user to reposition the view with a greater degree of control.

      Ideally, when the mouse pointer enters the visible region box, it should change to the traditional 'double ended arrow cross' to indicate that drag is possible.
