RSBS client 'upload as file' option does not actually upload as file

      Description

      The RSBS client includes the option of simulating a 'file upload' for a web form based job submission (see jalview.ws.rest.params.Alignment.writeasfile). Setting this flag and then attempting to upload to a server like http://zeus.few.vu.nl/programs/shmrwww/index.html causes the server to reject the job if the uploaded file is greater than the server's form paste input size limit (65k - try e.g. t.fasta attachment).
