colour by annotation dialog does not restore current state

      Description

      The desktop and applet colour by annotation dialog exhibit the following problems:
      1. the last applied settings are not restored when the dialog box is opened.
      2. The current colouring is modified to non-user definable default settings.
      3. there is a redraw issue on OSX with the desktop dialog box.
