Allow low quality structure data to be excluded from a structure view

Somewhat in the same vein as JAL-3390, poor quality structure could be automatically excluded by jalview when it programmatically drives operation of structure viewers. Could be enabled/disabled as a switch (with optional model quality threshold for each/all types of model present) on the View menu ?
