user preferences and structure chooser controls for automatically showing PAE annotation row along side pLDDT when loading structure from alphafold, and control secondary structure and temp factor display

New structure preference check box so Jalview automatically adds a PAE matrix to the current alignment view after it is loaded, and also allow configuration at point of need in structure chooser to enable/disable addition of temp factor, secondary structure and (if available) pae rows.
