Allow/honour HTTPS proxy configuration for getdown and Jalview services

      Description

      It looks like Jalview's proxy config only sets http.proxy, not https.proxy - which means that TLS connections (e.g. to https://www.jalview.org, https://www.compbio.dundee.ac.uk/.., https://rest.ensembl.org/, ..) will not be proxied.

      1. Need to verify getdown picks up correct system proxy confg (or allows them to be configured if it doesn't).
      2. Need to allow https proxy host/port to be set or marked 'same as http' if it is the same (it usually is..).
      2. a. Also needs new GUI elements on Preferences panel
