feature settings panel does not update as new features are added to alignment

      Description

      Noticed a regression on JAL-2243
       - open the uniref50.fa alignment
       - open feature settings
       - fetch database references (e.g. UNIPROT) for the alignment
      Features appear on the view, but the feature settings dialog is not updated.

      Suggest we review the triggers for feature settings updates (see e.g. JAL-3121 comment about refreshes to complement view) to make sure there's a single refresh mechanism and it is being used consistently.
