Multiple feature settings dialogs can be opened for a view

      Description

      It is possible to open more than one feature settings dialog for a view by:
      1. When view is gathered into one alignment window display feature settings.
      2. 'X' to expand view to its own window
      3. display feature settings for the view.

      Noticed whilst testing JAL-3187 with tabbed feature settings dialogs
