Show annotation tooltips and popup menus when in wrapped mode

When in wrapped mode, the popup menu that appears for annotations or annotation labels, is as for the closest sequence id / location above.
So is the tooltip (sequence name / features / feature link).
Either
- fix to show the appropriate annotation tooltip or popup menu
- or, suppress this, as it is confusing (and document in Help page alwannotationpanel.html that annotation popup menus are not available when in wrapped mode)
