Add Jalview as an umbrella application to CIPRES

For actual multi user use of CIPRES via Jalview it would be best to register Jalview with CIPRES as an umbrella application. This allows Jalview to handle user registration instead of forcing everyone to register with CIPRES and still keep each user's result separate. Might even want to request higher usage limits as Jalview could quite easily exceed them (see https://www.phylo.org/restusers/docs/guide.html#UsageLimits).
