Description

~~JAL-2344~~ introduced a more extensible File format system, but the export preferences for file formats must be manually maintained in jalview.gui.Preferences - leading to bugs like ~~JAL-2849~~

jalview.bin.Cache properties for particular file formats need to be bound to instances of FileFormatI directly so new formats can also define property keys controlling IO preferences like inclusion of start-end suffix.
