Don't repaint structure if alignment view's colours haven't actually changed

      Description

      Several operations that do not actually change sequence colour or visibility (e.g. reordering sequences) result in a structure view repaint because the structure is repainted whenever the overview updates.

      With large structures in Chimera, this can result in a painful wait for no benefit.
