      Description

      A new panel in the Desktop's preferences is needed to allow available substitution models to be browsed, exported, and imported.

      Entries in the .jalview_properties file are also needed to allow user provided substitution matrices supplied as files to be automatically loaded on startup like Jalview's user defined colourschemes.
