update dependent configuration beans when Cache.setProperty(..) is called

Certain config beans that are initialised after importing a properties file via Cache.loadProperties are not updated when properties are modified later on, so configuration changes don't take effect till after the configuration is saved and reloaded.

Config beans that should be linked include the SiftsSettings.mapWithSifts flag which is set via the MAP_WITH_SIFTS property.
