Allow user to view 'Cached PDB files' for an alignment immediately

Current behaviour of 'View Structure' is to query the PDB before showing the view structure dialog. However, if there are existing PDB files associated with sequences, this step may be unnecessary.

If cached files are present, then ideally, the PDB dialog could open immediately and display them, whilst the normal PDBe SOLR query continues in the background.
