InstallAnywhere (without JavaVM) version fails on windows when package JVM < system JVM

      Description

      InstallAnywhere (without JavaVM) fails halfway through an installation on windows with the error message ‘windows error 2 occurred while loading the Java VM’.

      This happens ONLY when a system's installed JavaVM version is greater than the JavaVM which Jalview InstallAnywhere was packaged with.
