slow scrolling when lots of annotation rows are displayed

      Description

      When the displayed annotation set becomes very large (e.g. for a 1000+ row alignment showing disorder predictions for all sequences), scrolling the alignment becomes noticeably sluggish.

      This is because scroll events are triggering a full redraw of the annotation panel image, instead of redrawing only a small section or changing which part of the image buffer is made visible.
