support das coordinate system matching across different das datasources

Prior to Jalview 2.8, all das sequence datasources would return sequence annotated with a database xref like <Source Nickname>:<Accession>

The source nickname, however, is not the authority for the accession - only that particular source. Accessions should be matched by requiring the authority (with/without versioning) to be equivalent for two given identical accession strings.
