Maintain torrent mirror for JABAWS artefacts at biotorrents

BioTorrents (http://www.biotorrents.net/) is a torrent index for biological data and software. Since many of the jabaws artefacts are large, it may be helpful to provide torrent link that could be advertised via biotorrents, particularly for those with low bandwidth connections.

There's a problem with this suggestion - since we require potential downloaders to register before allowing them access, we would need some way to keep track of torrent downloads that supported tracking in a similar way.
