Allow alignment annotation description lines to contain html tags

      Description

      Alignment annotation description lines are shown in the mouseover tooltip in a similar way to sequence feature descriptions. The alignment annotation file could be extended to allow html tags in the description line - which also implicitly requires any non-html valid character to be properly encoded, disabling any html-escaping normally applied to text prior to their display in a tooltip.
