group all Jaba and non-Jaba services for a particular analysis function in its own submenu

Currently, Jaba services are shown in a separate submenu to the other jalview services. Ideally, services should be grouped primarily by function rather than client - e.g. :

* Alignment -> Clustal, etc... [ mix of Jaba and non-jaba entries ].
* Secondary Structure Prediction -> JPred , ... [ mix of jaba and non-jaba - perhaps filtered according to the alignment type .. e.g. an Rna secondary structure predictor isn't useful for proteins! ].
