storage of user defined web service parameter sets

The user's own service parameter sets could be stored so they could be added to a web service's preset menu if that service is discovered. The service URL is used to bind a parameter set to one or more services that might take it. User parameter sets are stored as a list of files in the Jalview properties, which is parsed and used to locate and import parameter sets into a Hash collection indexed by their service URL.
