sequence id panel width drag does not keep up with mouse

When reducing the width of the id panel, by dragging the sequence id panel tab to the left in either applet, the new ID panel width lags behind the mouse pointer position. It looks like events are being lost, or that the next position to resize the panel to is not being calculated correctly.
