Slivka jobs reported as cancelled when they are still pending

If slivka's server holds a job as pending for some time Jalview decides it is cancelled, and also then decided to tell the user that slivka doesn't support job cancellation (presumably because the job was cancelled).

Need to mock this situation - it happens if no runners are available to schedule a submitted job, which can happen for a variety of reasons.
