Description
Currently Jalview doesn't easily allow someone to run a PCA or other calculation with another system (webservice or otherwise).
Whilst JAL-4620 may mean most people don't need this, the PCA viewer is useful for other types of embeddings than the ones Jalview supports, and it would be great to offer the same import/export functionality as with trees.
Suggested approach:
1. Refactor code from Jalview2XML for loading/saving PCA to an API that allows import of matrices in the same way as trees (ie using the SequenceMatcher binding model to permissively match sequence IDs to rows/columns).
2. Implement the GUI/etc !
Bonus extra - for 2.12, add a new action for PCA calculations that can be implemented as a slivka web service.
