better handling of annotation rows with html descriptions but the same label

In Jalview 2.11.3.0, JAL-4091 introduced a different way that annotation labels are rendered: if two consecutive annotation rows have the same label, the second one will show the description rather than the label, prepended by the name of the sequence associated with the annotation row. This simple logic doesn't work for annotations where the descriptions are html. Import the attached example alignment and annotation file (drag on to alignment) to show the issue.
