      Description

      any automated getdown or jalviewjs build should also generate help html pages that can be staged on the website. we used to do this for cruisecontrol builds - but it fell by the wayside.

      develop and test channels could have html help paths at:
      jalview.org/help/{develop, test-release, develop-2-12}/..
