optionally hide consensus/annotations when no data is available

The secondary structure consensus annotations for a group can be 'zero' for all columns if there are no sequences with the selected provider of secondary structure data - by default 'zero' rows should be hidden, but sometimes it is important to see there are no secondary structures from a particular source, so it should be possible to toggle the default via the Annotations menu.
