Jalview should show useful information in annotation tooltips instead of blank tooltip

      Description

      Jalview often shows an empty tooltip for annotations that don't have a description field defined. This includes line graphs and secondary structure annotations.

      For line graphs, the obvious thing to put in a tooltip is its value. For secondary structure annotations the secondaryStructure char could be used.
