drag and drop feature colours file to quickly apply feature settings

The feature colours xml file provides a full description of feature display - it should be possible to apply a colours file to an alignment by drag/drop or loads in the same way as a jalview features or gff file, enabling the additional capability of feature colours file - adjusting display and ordering of features.
