support plain TSV/csv/space separated import of PAEs and other list/matrix data

There are still a diversity of ways people exchange matrix data such as predicted alignment errors. It should be possible to import simple lists of numbers (csv, tsv, space sep) as PAE or other forms of matrix or vector annotation.
