New documentation: extending.md linked from building.md

JAL-4248 highlighted the need for a clear explanation of how jalview dependencies are managed, and how someone can add or revise dependencies in the course of maintaining and extending jalview.

Since 2.12 includes revised architecture allowing easy extension, we need to have some documentation explaining exactly how it can be done!
