"add reference annotation" should ignore when a selection is active and not only add positions for currently highlighted columns/selection range

noticed when working with PAE rows - this is almost certainly a hangover from the 'Annotate selected region' capability Jalview supports for submitting sequence ranges for disorder prediction, but incredibly annoying when adding a whole bunch of annotation, since the addition cannot be undone.
