add reference annotation should not by default only add annotation for selected columns

It's easy to forget to select all columns or clear the current column selection when adding reference annotation for a set of sequences. Once done, it is painful to delete all annotations.

Suggest 'Add Reference Annotation' pops up a dialog when a column selection less than the full width of the alignment is active giving the option to add full width tracks, or just positions that were selected.
