Powershell launcher script fails when given no arguments with the old ArgsParser

      Description

      When Powershell launches Jalview with no arguments it ends up adding a single empty argument to the java command.

      This fails with ArgsParser. (line 45 charAt(0)).

      Neither of these things should be happening.
