'Reload' for a jalview project results in all windows being duplicated

      Description

      1. Import the example jalview project from a local file (either exampleFile.jvp or one of the more modern ones).
      2. Use File->Reload in the alignment window

      The expected behaviour is that windows are closed and then reopened.
      What seems to be happening in 2.11.3 (develop) is that the project file is imported as a fresh set of windows.
