Choose appropriate base-10 exponent or use scientific notation for distances in tree viewer

Branch length labels could be displayed with scientific notation rather than flat decimals, to ensure distances are displayed with maximal information content. For instance, visualizing trees from raxml built according to percent differences over very large sequences (e.g. chloroplasts over a range of plant varietals) are shown with distance labels of '0', despite the branches having non-zero length.
