Preferences window can be opened more than once

      Description

      Preferences (Tools -> Preferences) selected multiple times can be operated more than once to open multiple Preferences windows at the same time.

      Changing and saving preferences in one window then get overwritten if you "OK" the other window.

      I would think that choosing Preferences when the Preferences window is already open should just bring the existing window to the top.
