Alignment ruler popup for "Reveal All" should always be shown if there are hidden columns to reveal anywhere in the view

For a view with hidden columns, the Alignment ruler popup menu should always be shown with a "Reveal All" option regardless of which position is clicked. In 2.11.1 (and perhaps before) the popup is only shown when a hidden column marker is right-clicked.
