include virtual feature tooltip in exported feature data

certain features (sequence variants, etc) have a programmatically generated tooltip when viewed as a virtual feature - e.g. CDS variants are reported using HGVS notation in the peptide context. These programmatically generated descriptions should be exportable via gff3/jalview features file in the same way as conventional sequence features.
