include tests in clover coverage report

During the gradle migration we disabled clover coverage for Tests, making the clover report look a little disheartening (Tests - 0 - have you instrumented your tests correctly ?).

We should reinstate the test cloverage to make our test suite's metrics visible, but also consider whether we should also support partial cloverage.
