Several tests require an instance-only version of Desktop

      Description

      Several tests require Desktop to be initialized in such a way that dialogs are not initiated. At least on Windows in Eclipse, running those tests results in false negatives. I have fixed all the relevant tests but at this time am only making the minor changes in Desktop and ApplicationSingletonProvider that allow for these fixes, pending any decision relating to putting this on a separate branch.
