warning dialog when Jalview cannot contact web services

Client side network problems are hard to diagnose and a warning dialog indicating that the web services URLs are not actually reachable (rather than that the services are reachable but not responding) would aid in solving these problems.

A dialog box should appear indicating there's a problem reaching the service (ie time out, name not resolvable), and a warning printed to stderr.
