Scroll alignment on drag from ScalePanel out of SeqPanel

Drag left/right out of scale panel starts the alignment scrolling in the same direction.
It would be helpful (less fiddly) if this also worked if the drag passed over the sequence panel.
(Add rerouting of seqPanel.mouseExited to scalePanel.mouseExited when scalePanel controls the mouse drag. )
